ANNA M. BACON TINSLEY, CHE
graduated with honors from
Northern Illinois University in 1974 and with distinction from
the University of Kentucky College of Law in 1991. While at the
University of Kentucky, she was a Member of the Journal of
Mineral Law and Policy, 1989 1991. Anna was admitted to the Georgia
Bar and the federal courts in 1991. Since 1997, she has been a Member
of Tinsley Bacon Tinsley, L.L.C. Prior to the formation of Tinsley
Bacon Tinsley, Anna was a healthcare and litigation Associate of
Gambrell & Stolz, (n/k/a Baker, Donalson, Bearman, Caldwell &
Berkowitz, P.C.) from 1994 through 1996, and Parker, Johnson, Cook &
Dunlevie (n/k/a Womble Carlyle Sandridge and Rice) from 1991 through
1994, and represented national chains of hospitals and local hospital
authorities, physicians, and various commercial corporate clients in
transactional, regulatory and litigation matters.
The law firm of Tinsley Bacon Tinsley provides corporate services with
a special emphasis on consultation and legal assistance to healthcare
providers. Ms. Bacon Tinsley represents physicians and physician
groups as well as ancillary healthcare providers in all aspects of
healthcare practice, focusing primarily on transactional and
regulatory matters. Anna advises healthcare providers with regards to
negotiating and drafting contracts, formation of group structures,
employment and shareholder matters, credentialing, regulatory

Healthcare Panel.
Prior to becoming an attorney, Ms. Bacon Tinsley spent over ten years
in the healthcare industry, working at various hospitals ranging in
size from 120 beds to 1300 beds. During the past seventeen years,
Anna has actively participated in the education of healthcare
providers, co authoring several articles concerning various aspects of
the managed care environment and speaking nationally to healthcare
groups, which include state and local medical associations, hospital
associations, state affiliated ACHE organizations and HFMA, regarding
health law and managed care issues.
Ms. Bacon-Tinsley is a
diplomate in the American College of Healthcare Executives and is a
member of the following organizations: Georgia Academy of Hospital
Attorneys; American Bar Association; State Bar of Georgia; American
Health Lawyers Association; and the American College of Healthcare

Seth Cohn

Seth M. Cohn is a comprehensive financial
planner that specializes in representing healthcare professionals and their
practices. He specializes in tax sensitive planning for individuals with
regards to their investment, retirement, and estate planning, while focusing

John Quinlivan

Mr. Quinlivan began his career in healthcare
nearly twenty-five years ago. A native of Scottsboro, Ala.,
Mr. Quinlivan earned a master's in Hospital Administration from Baylor
University and a bachelor's in Business Administration from the University of
Alabama. He is a retired Lieutenant colonel in the United States
Army, where he was Battalion Commander of the Medical Professional Recruiting
Battalion in Atlanta. He served as the vice president of
the Georgia Association of Healthcare Executives in 2000, and he has been a
Fellow in the American College of Healthcare Executives since 1999, and
has served in numerous leadership roles in community and civic organizations
throughout his professional career. Prior to
returning to Atlanta to take the helm at Emory Johns Creek Hospital as CEO and

Max Reiboldt, CPA,

Michael
Stearns, MD, CPC

Dr. Stearns is a board certified neurologist
with 15 years of experience in clinical and academic medicine. For the past 10
years he has worked on several health information technology projects at the
National Library of Medicine, National Cancer Institute, and with the United
Kingdom's National Health Service. He served as the International Director of
SNOMED, and played a central role in the development of SNOMED CT, a medical
terminology that is evolving into a standard for electronic communication
between healthcare enterprises. Dr. Stearns has presented at several national
meetings on a variety of health information technology topics including the
role of standards in health care, electronic health records, and health care
regulatory compliance. He is a voting member of the federally sponsored Health
Information Technology Standards Panel (HITSP), and a member of this body's
technical committee addressing population health issues. Dr. Stearns has over
6 years of experience designing and implementing electronic health records for
ambulatory practices and he is also a Certified Professional Coder.

WILLIAM C. TINSLEY, II graduated
from
Emory University in 1969 and the University of Georgia College of Law
in 1972. He was admitted to the Georgia Bar in 1972. Bill is a member in the
Tinsley Bacon Tinsley law firm which has a special emphasis in providing
consultation and legal assistance to healthcare providers in the complex and
highly regulated managed care environment. Bill was previously a partner at
Gambrell & Stolz (n/k/a Baker, Donelson,), 1994 96 and was the managing
partner at Parker, Johnson, Cook & Dunlevie (n/k/a Womble Carlyle Sandridge
and Rice), 1988 94.
Bill concentrates his practice in
healthcare, general corporate representation and dispute resolution. He
served as an adjunct instructor teaching Health Care Law in the Health Care
Administration program at Mercer University’s Graduate Program, Atlanta
Center, from 1991 to 1993. Beginning in 1980, he not only served as outside
counsel for a local hospital authority for ten years, but also served as
outside counsel to several southeastern and national hospital chains.
For the last seventeen years Bill has been actively involved in working with
physicians and physician groups in their formation and management of group
practices and their disentanglement from relationships with hospitals and
other health care related companies. Bill consults with and counsels ancillary
providers, such as ambulatory surgery and imaging centers, as they navigate
the ever changing regulatory environment. He currently advises and assists
physicians, physician groups and other healthcare providers in contract
negotiations and business relationships, Medicare Fraud and Abuse concerns,
Stark issues and antitrust problems. Bill has represented provider owned
HMO’s and other risk bearing entities in matters concerning their formation
and regulation with insurance commissioners in several states. In addition,
having represented hospitals, physicians, governmental units, contractors and
financial institutions in the trial and appellate courts for over twenty five
years, he now arbitrates and mediates disputes.
Bill serves as a member of the
Healthcare Panel for the American Arbitration Association. Bill co authored
several articles concerning various aspects of the managed care environment
and speaks nationally to groups, which include national, state and local
medical associations, hospital associations, and HFMA, regarding health law
and managed care.
